Kosi Automobile Pvt Ltd - Delay in refund of loan amount

I booked car on **-**-**** from Kosi Automobile Pvt Ltd. Applied for car loan from Axis Bank, Pune and got it sanctioned. The loan amount was disbursed on **-**-****. Due to family reasons I had to cancel the booking. Approached bank for loan cancellation and informed dealer for loan amount refund on **-**-****. The delayed and returned amount on **-**-****. Now bank is charging me ***** as loan closing amount. Why I should pay fine due to delay by someone else. Please help me in getting justice.
