Arvind Fashions Limited - Delay in issue of Relieving Letter

I resigned from Arvind in July **** to join another company. The notice period was of ** days but I requested the HR and my Manager for me to be relieved after ** days. I sent a very clear e-mail requesting that the remaining ** days be written off against the remainder of my leaves and my Manager approved the same. To this day, it's * months since I resigned but I haven't received my relieving letter. I have contacted the HR on multiple occasions and he said that I have to pay a waiver fee to retrieve my relieving letter.

This is an unfair way to extract money from ex-employees and I am not the first victim of this crime!
