Utkal University Bhubaneswar - Delay in issuance of Original Certificate

This is Umakanta Singha, student of MSc Comp Sc ****-**. After * years of passed out our batch didn't get the original certificate, so, I applied for it personally **th July ****. I visited the Exam controller office six seven times till now but there is no action. Few days back I visited again and got assured that I will get it immediately in my next time as there were less staff on that day. But now there is no response again.
My question is why there is such delay in proving the original certificate by the University ? and Why the student has to visit the University to collect the certificate whereas University has taken the postal charge from the students to send the original certificate by postal service.
Anticipating a quick action from the concern team/department.
