Radiantinternational - Defective item delivered

On *th July I rcvd a text msg where in there was a link given through which I could place a direct order for facial pore cleaner.
I placed the order & kept the mode of the payment as COD.
On **th I rcvd the pkt & I made the paymemt.
Later when I tried using it, it didn't work.
I thought of contacting the seller so that I could file a complaint so that either it could b replaced or my money shld be refunded.
But wat made the matter worst was that there was no contact no of the seller on the pkt & the address was not traceable.
I contacted the delivery guy but even he could not help me as he did not had any details of the seller with him.
Now I want my money to b refunded, I don't want any replacement for this as it is a case of pure cheating.
