Amex india travel cleartrip India - Covid19 flight cancellation refund

I had booked ** return trip tickets of Spicejet between Delhi and Shirdi for March/April **** (* through Yatra and * through AmEx).

The flights were cancelled in March-**** due to Covid-** lockdown and i was asked to rebook. I rebooked them in April ****, which again got cancelled due to Covid-**.

I've got the amounts refunded back by Spicejet/Yatra for the * tickets (some amt in transit).
I got a call from AmEx after so many days of raising a complaint. They refused to refund back the amount (as per airline policy) and said that i can only rebook on cleartrip by **st March ****.

I have * points to make...

*. Spicejet refunded back amounts of all ** tickets to respective agencies. Yatra has already refunded back the amt to my bank account. Why is AmEx refusing?

*. I booked * tickets through AmExtravel website, however they say that the credit shell is with Cleartrip. When i login to my Cleartrip account, i don't see this booking... AmEx team hasn't confirmed about this issue.

*. As per govt. rule, any flight cancelled during covid-** has to be refunded back if customer doesn't want to rebook.

Pls note that i am a Chronic Kidney patient and go through dialysis three times a week. Within past * year, my body has become very weak. Also, my wife has met with an accident and got her knee and elbow fractured. Further, covid is still prevailing.
Due to all these factors, you can't force us to rebook.

Hence, I want the full refund of these tickets as well.

On Cleartrip website FAQs, it's mentioned that if airline cancels the flight, you are entitled to a full refund. Then how can AmEx refuse?

As per spicejet, they have refunded the amt to travel agency.
I WANT MY FULL REFUND OF both the PNR's in my bank account (details already provide in my previous emails/tweets).
