icici bank - Constant unnecessary deduction in bank amount

A constant deduction of redundant charges are reflecting in my account. After contacting the icici customer care they enlightened me to a new charge i.e posdec charges, in which faliure of any transaction under any circumstances will lead to this charge. Now I got a question that if I'm doing any transaction and due to some technical glitche or site down the transaction declines then is it my fault?
And the answer must be no. So why should I be on the sufferer end.
Kindly resolve this issue as soon as possible and refund the loss amount.
