Holiday vibe - Complaint against travel agent

We had booked Sikkim tour with a travel agent named Holiday vibe. The link for the website is http://holidayvibeindia.com/. Actually my cousin had booked with this agent and one week later before their tour we made the reservations and payment was done. but during my cousin's visit we found that the agent did not provide any service of cab and hotel and neither received their call. Hence we started following immediately with the agent regarding our trip. But he did not recieve our call. Later when we used different number to call; he answered and said he would provide a refund. Still haven't received the refund amount. Now both the contact numbers are switched off.
