Hanif Real Estate Construction company - Complaint against Real Estate Construction company in land registration

A sale agreement was signed between myself and Mr. K Abdul Hanif owner of Hanif Real Estate & Construction Company at south point , Port Blair for registration of plot No. ** (*** sqm) in the survey no. ***/* at Beodnabad. The sale amount was Rs. * lakhs I also paid all the amount in parts by Feb. ****. At that time it was COVID period and the seller told that the registration will take time. Since I was residing in a Govt. Accommodation I asked the seller for construction of a semi RCC house in the purchased plot he agreed and told to carry on. I stared construction work and I also regularly contacted the seller for registration he replies that its under process. Later when i aske the status of registration he told that Administration has stopped all registration work and the matter is iin court. Few months back I come to know that the registration work has started so i contacted the seller he was not attending phone calls so I messaged in whatsapp he replied its under process. My house work was almost completed but the registration still pending I doubted the seller so filled an RTI application in DC office and in a hearing I was told that no document submitted for registration of the said plot. When I tried to ask the seller about this he was not picking the phone and when is messaged in whatsapp he behaved very unfriendly and stopped responding.
I spent around ** lakhs drawn from my GPF savings and drawn personal Loan for the purchase of land and construction of the house but I could not move into the house due the problem created by seller with registration. The seller being a real estate agent is involved in such practices he insted of guiding the customer in correct way and being helpfull in getting the property.
. I therefore kindly request to take appropriate action against the seller and complete the registration work please.
