Skyline Institute of technology - Complaint about caution money

My son Anshul Singh completed B.Tech (EE) from your collage Skyline Institute of technology - in the year ****~**** and year **** since then I am trying to withdraw caution money of Rs. *****/- (Hostel and academic) which was promised to be given by the college after the completion of course by submitting required documents.
After submitting required documents (no dues clearance ) we continuous follow-ups with college accountant Tarwinder (Contact no -**********) but he kept wandering for * year. Finally I was told by the college management that got rs. ***** cheque ( BOI) from accountant Tarwinder.
But Cheque got bounced and we get also *** rs fine against bounced cheque.
After bounced of cheque again continuous call to college accountant Tarwinder ,but he did not pic my any phone .
I was also try to call collage landline no but all are not reachable. I have highly disappointed to loss my *****. As a lot of followed up since * year regarding this.
