Individual Person - Committed work not done and no response after receiving money

I had an oral agreement with an individual (Ms. Smila) to write technical research articles for me since June ****.

Agreement with Ms. Smila:
*) To write standard and quality research articles/papers which is capable of getting published in reputed journals/conferences.
*) The subject will be related to Computer Science and a specific research domain as expected. 
*) Plagiarism is unacceptable at any cost. 
*) Amount payable for a journal article is **,*** (minimum ** pages in IEEE format) and the conference paper is **,*** (minimum * pages in IEEE format).
*) Half of the amount will be paid as an advance and the remaining half will be given after acceptance of the paper in the journal/conference. 
*) * month for journal articles and ** days for conference papers.

Amount Paid to Ms. Smila: Rs. *,**,*** (* journal articles, * conference articles). Banking transaction proofs are available for all.

Issues with Ms. Smila:
*) All the written contents are fake, stolen from existing research articles on internet. It is unethical for me to publish a copied work.
*) Instead of half amount, she personally requested me to give full amount in advance since she had her marriage expenses in November ****. Hence, full amounts were paid before getting acceptance of the paper in conference/journal.
*) After submission to various Journals/Conferences, the feedback from reviewers clearly stated that the paper contents were fully copied from already published research of some other researchers across the world. Publishing a copied research will ruin my career. Words were rephrased to remove plagiarized contents. I was blacklisted by journals which is a drawback in my career.
*) Based on the feedback, I found that the results given in the paper were totally fake, which is again unethical.
*) Based on the feedback, many meaningless sentences, fake and useless contents were added.
*) Last journal paper (fourth) was delivered on ** March, which was supposed to be given in December **** (as per commitment). This paper's contents were totally irrelevant, fake, useless.
*) This was intimated to her orally several times and mails were sent during the month of February-July ****. She committed to completely rewrite the articles or refund the entire amount. She is delaying for months giving some family reasons.
*) Finally, I have requested to return at least half the amount and get it back once the committed work gets over. No response after that. She blocked me in Whatsapp, and stopped responding to my mails.

Problems for me now:
*) I have invested Rs. **,*** more for journal and conference fee till now which is useless now.
*) As per the commitment, she is not rewriting the papers. She delayed for months initially and now totally stopped responding.

Expected Solution:
*) Rewrite all the research articles with good quality or refund the entire amount (Rs.*,**,*** and Rs.**,***) including the journal fee which I have paid separately.
*) If ready for rewriting, at least half the paid amount should be returned back before completing the work.
*) There should be a strict deadline for completion.
