Mgb Felicity Mall - Collecting parking fee

Yesterday I went to a movie in MGB felicity mall Nellore along with two other friends on the bike. They behave very ridiculously in charging a parking fee. My bike parking duration was *h *m **sec for this they have charged ** Rs from me. My friend parking duration was *h *m **sec for this they ask to pay ** Rs here the time difference is ** secs only and this difference is taken for closing the gate And scanning the parking ticket. Commercial complex owners have no authority under the act to impose and collect fees from the public. According to rule ** of the Multi-Storeyed Building Rules **** and zoning regulation of GO number ***, it is mandatory for owners of commercial complexes to provide regular parking facility to visitors at free of cost. These complexes shall use them as commercial ventures and make money out of them. I want to know whether parking fees are mandatory or they are making money. Please take action on this issue. Kindly give me reply in response.
