BITT POLYTECHNIC collage Getlatu Ranchi - Collage not refund fee money

Dear Sir,
Most humbly want to say that My name is BABLU CHAUHAN. I took *yr Diploma admission from BITT POLYTECHNIC collage, Getlatu, Ranchi- ******.
On date **/*/**** in diploma lateral entry(Mechanical Branch) for session ****-****.Even after I Submitted *st And *nd-semester fee.
The registration no. has not given by institute and I was deprived filling *rd-semester examination form after while I went to SBTE JHARKHAND.
where I come to know that the lateral seat of BITT POLYTECHNIC has reduced to zero by the order of joint secretory DHTE, JHARKHAND Date **/**/****.
this matter was not disclosed by any collage authority at the time of admission and they took my admission on fraud (because the seat was reduced to zero)
After this, I give an application for admission withdrawal to institute fo refund of fee as well as an academic certificate that time collage give certificate on same day and institute gave us a written assurance that we would give you all fee on ** Feb ****.
After *th months elapsed the collage is not refunding the fee and it does not give any information about it. (WE ARE ** Student to DROUP ADMISSION)
I have complained to AICTE, KOLKATA but no information is given,(I UPLOAD MY DOCUMENTS TO HELP YOU IN INQUIRY )
I request you to look in this matter and pass an order to the institution to refund fee
