haryana city gas distribution limited - chetaing at CNG gas filling

i was getting my Car filled with max capacity ** . which can get filled upto * to *.* kg maximum as per observation when it is completely empty. Today i was getting car filled which had approximately * kg gas left. i don't know what your person did, he filled car in three times with rs***, rs***, rs**. finally it was not filled one indicator was left. finally made a bill of rs***. when he filled car second times there was no change in car fuel indicator, i don't know what he did. then after arguing he was telling . ok how much do you expect would be bill. so i told him it should be around * kg gas filled this time. then he told ok pay for six kg. then i asked him to give me complain book then he charged ***. then i asked him now why shouldn't i pay for * kg. so he told because you are complaining that's why you need to pay full. how come? i doesn't make sense what change after complaining. and i think all person should have some sense how to talk, fully senseless person don't know how to talk. i had written complain at sector **, gurugram cng pump, with serail no ***.
