refurishedcart co in - Cheated transaction for phone purchase online and googlepay

Purchased iphone *plus model on Jan ** for Rs **,***/- on refurbishedcart.co.in. Completed transaction through razorpay through their website online portal. Received call on Jan ** from the number listed on the site ********** They mentioned trasaction amount not received, and demanded to pay through google pay. First transaction paid through google pay he indicated I did not put a code word and he whatsapped the code, told to redo another payment for same amount and he will refund it. Total * fraud transactions . After this the phone is not received, no phone delivered and is unreachable. Please help as this is a big time fraud.
