Ram Tourist - Cheated by travel agency

I booked a hotel through RAM Tourist for Gangtok. Before booking hotel I told them about my choices . And I asked them to send hotel name so that I also can check in google for basic hygiene and room reviews but they dont give the information. They just showed the room pic and told me this is the best quality of hotel room which they are going to provide me . On basis of good faith I agreed and give then the booking amount . But once I reach hotel I found I have been cheated by them . Whatever pic they showed me at the time of booking it's just opposite. No hygiene is there no sanitizer available in the hotel , light is not working . Room is completely dark . I want necessary action against this cheater so that they think twice before playing public money .
