eparivahanindia online - Cheated by a site for a learner license

I applied for learning license in the month of February, ****. The website I visited looked promising and hence applied online for the learner license due to strict pandemic protocols.
I received mail with * attachments but none of them were accessible. I sent mail for a follow up but it couldn't be delivered. On checking with official government support, my application number wasn't registered and hence, no details were found in their database.
Can someone help me out how to file a complaint regarding this issue?
Any help would be highly appreciated.
