Nilkanth creations - Cheap quality delivered

i have ordered mom & daughter dresses from Nilkanth creations. Name displayed for chating as Himmat bhai. paid *** for shipping vis Gpay and **** as cash on Delivery. The product i received was a cheap quality and size is tooo small, we cant insert head through the opening. they sent simply a waste cloth stitched. till they got money they were chatting continuously then they stopped communication when i asked for refund. their no is **********. they have given assurance for return and refund if im not satisfied with the product. then blocked me. plz help. i want to take action against the frauds.
