Spar retail - Charged for Carry bag

I was charged for the carry bags after purchasing items which weigh approximately ** kilograms. I have forgotten to carry my personal bag which I usually do. So I had to take the carry bags which they have charged Rs. ** for each. My items total was Rs. **** and I was charged ** over that. When I had asked the person at the billing stating that there is a Supreme court rule that retailers cannot charge for the carry bags. He was just rude and said buy it if you want otherwise it is fine. He said that they are ordered to the bill.
