Google Pay and ICICI Bank - Cashback terms are not clear

I have purchased ICICI bank Fastag from Google Pay, as per terms cashback is eligible on purchase of ICICI fastag, while making cashback they have told there is terms of Min *** to purchase if you are selling product ***.** then how a consumer can take benefit. Google pay cheating to customers while showing False cashback offers.
