Altrade Construction - Builder harassing regarding GST

I have booked a flat at Jajpur road Karnataka complex society ( Flat No - D ***). It has booked in the month of April ****. Registration pending due to GST concern. He is asking money of GST **% of the total amount. The purchase of the flat is Rs. ** lacks. As per government rule GST applicable *% for this category. Builder doing me and to my family much harassment. Please look into this.
