Dinesh Tours And Travels - Booking cancelled but money not refunded

I have booked for Tempo traveller for * days (**rd Dec **** to **th Dec ****) with Dinesh tours and travels. Transferred Rs.**** as the advance amount to Dinesh Gowda (owner of Dinesh tours and travels). Transaction number of the account transfer is "IOBAN***********". As well Dinesh has confirmed that he has received the advance amount of Rs.**** in the attached email (Document *). Due to a personal emergency, I have cancelled the trip on ** Dec **** and Dinesh has agreed to refund the full advance amount of Rs.****. Please find attached mail confirmation from Dinesh for the same (Document *). But as of today, I have not received even a single penny. Further, he is disconnecting my calls and not responding to my emails. I am really fed up with these travels. Request you to do the needful.
