Pnb Bank - ATM Fraudulence

While doing a withdrawal of INR **** at ICICI ATM - Tallital ( Nainital), the ATM machine made a lot of noise and somehow the vending pane did not open up at all. The machine showed collect your cash message but it didn’t bring out the cash. No receipts generated even!
No guard was present to help resolve the case.
To check it again I did another transaction of INR *** and it first got deducted and immediately got refunded into my account.
Machine stopped working post that. Customer care accepted a complaint but to no avail. Cant they just check the video footage from that day and see what happened! PNB local branch in dehradun has been completely useless, stating that if customer care has closed the issue then we can't do anything about it. No one apparently has a solution to this problem and the money is just being laundered.
