Anuradha and Embroidery Chikankari - Asking extra money to confirm or even cancel order

I paid the amount for the dress while placing order on Instagram and then they have now issues a bill stating **** as pending amount and say once you pay it’ll be refunded immediately and forcing me to pay this even when I ask to cancel and give my *** back they say it can get cancelled only after you pay this amount
