Sea Water Sports - Amount not refunded

I am writing to you with the hope of help. I want to raise a complaint against a company called Sea Water Sports in Goa who take booking for water sports. Actually what has happened is I visited Goa in March month and booked a combo package for grand island Goa for * people. I paid ***** in total *** as advance booking via Paytm and remaining ***** via cash. As the name suggests we thought it would be an island and we can sit and go for water sports in the sea. We had * kids as well with us with age * and * and a half years. When we reached it was in the middle of the sea and we couldn't come out from the boat. Our kids were in immense pain and cried a lot on the boat and we took them back to our hotel on another boat. Out of * people, the only one did scuba diving. No water sports for all four and no scuba for remaining three and ladies with is was busy in handling our kids.
We came back to the point from where were picked and informed the people of sea water sports and told everything. We asked them to refund the amount as we didn't take their services and had word with Mr Jignesh and he assured us that he will refund the amount within a few days.
It's been more than a month now we are following up with them for a refund but they are fooling us and not replying on messages and not picking the calls.
Attached is the screenshot for your reference. They were assuring on WhatsApp messages on calls. I have messages as well. They have only refunded **** Rs that too after harassing me from last one month. I request you to please intervene in this and get our funds refunded.
