SBIMOPS - Amount debited from my account but didn t reach the merchant

I made payment of registration fee of rupees *** from Google pay on **th July, the amount was debited from my account but didn't reach the merchant. I should've receive the refund if the transaction was unsuccessful but I haven't and its been * days since I've made the transaction
