Razorpy payment gateway - Amount debited but order not generated

I placed an order for Green cofee worth Rs. ****.** on ** Feb **** to Only Valley. Amount debited from my account and email received from Razorpay that amount successfully credited to Radiant international a merchant. But no message received by the said vendor regarding the generation of my order. After repeated request a message received on ** Feb **** from Only valley that my order is generated and it will be delivered to me very soon order no. is OV*****. The cost of item is showing less than the amount debited from my account. Again after various requests a message received that the order has been shipped and I can track the shipment. In reply I asked them the date of item shipped and also asked them the tracking ID number but no information provided by only valley till date. Till date no item received to me. And no further information regarding the shipment to me from only valley. Request to refund the money.
