International Career - Agency Fraud

I took service from an International career on January **, ****, by paying the amount of rupees Rs.**,***. The Director of International Career (Rajneesh Kumar) has assured me that he will start my immigration process. Then on **th January ****, RS.**,*** I have paid him to generate my WES reference number which was WES Reference Number:- *******, and on ** Feb **** he has offered me LMIA service where he has asked me to pay rupees **,***, he stated over the mail that if in case LMIA rejects my application, he would refund me the full amount of LMIA application but later on, I came to know from the WES customer care executive that the reference number which he had provided me was fake, it was assigned to someone else in **** and the LMIA service also got disapproved. The total amount which I have paid to him was *,**,*** lacs. Multiple times I have asked for a refund but he always made excuses by telling me it will be refunded in ** days. I have waited for ** days but still, it's not refunded. His employee Chandani Begum had called me on Friday **th April, stating that it's being delayed due to lockdown. I don't understand why he is making lockdown excuses when transactions need to be done through BANK. Being so much tired of his excuses I have to complain against him to the consumer forum( Consumer Forum Complain No. *******). After complaining in Consumer Form he had generated my WES number in the WES portal where he had paid the WES registration charge of $*** which is Rs.*****. But he didn’t refund the rest of the money which is left now Rs.*,**,***. Initially, I trusted him and I thought he would help me in the Immigration process to Canada. But he cheated me. I want my money back from International Career which is located in Delhi.
