Annapurna Interior Design - Advance amount not refunded

B N Sharma of Annapurna interiors Bangalore, has visited our house get my interior work done. He promised to get work done in ** days and i paid ***** INR as advance in on **th and **th July ****.
Initially he used to give excuses like corona, labors not well etc...
Then, later he started giving excuses like lack labors are not available.
nearly after waiting for one month, i decided to cancel contract with him and asked to refund initial advance. He agrees and informed me that he will refund.
Now, from last one month he is not responding my calls..
very rarely he will reply in message and give false promises to return advance money.
Neither he started any kind work nor he is not returning advance.
He is very un-professional. Kindly concerned people take action against him and make my ***** INR refund as earliest.
