LIC Housing Finance - Account not forclosure

I have taken a loan from LIC housing finance from jaipur vaishali nagar branch.
I want to foreclosure it so i have given a DD which is made by ** june **** . Bcoz i know till **th to *th of every month lic not consider for foreclosure chq/ DD.
I requested to branch employee that please consider this DD/ chq for foreclosure and i will pay the rest amount through chq. If some excess amount found then pls refund when you give NOC.
I went at branch *th of july for closure one the employee said that we can not do the excess amount refund. You have to come monday for new foreclosure letter .
I want to know only one thing that when i agree for refund of excess amount then what is the issue with Lic housing.
And who will pay the extra * days interest.
Can you please clarify and are you satisfy with this kind of service
HOW CAN A DD/CHQ EXPIRE WHICH IS MADE ** june ****.
As per above scenario my new loan disbursement has been delayed, who is responsible for this..
