Dear Sir,

While I was informed during payment of the D* Visa charges amounting to Rs**.* lakhs to Bishan on his mail dated ** October **** (in his receipt to me duly enclosed) that it will take eight to nine months for the provision of D* Visa. This is the fifth month running into March ****, and, as yet, NO SLOT for a D* Visa appointment has yet been provided by the Portugese Embassy, New Delhi till date.

This is inspite of me being advised by Uttam on ** December ****, Visa Head in New Delhi to mail to the Portugese Embassy to the Consular Section at sconsular.novadeli@mne.pt, visas.novadeli@mne.pt (Visas) and the chancery,.novadeli@mne.pt in order to expedite the matter.

The Portugal Embassy remains silent towards providing a SLOT and an appointment for the same and continues to remain non-commited till date.

While I had high hopes of rendering my services abroad, as a retired army veteran, all hopes have faded now due to severe problems of my wife's Neurological surgical operation due to an accidental injury along her spinal chord vertebra L*/L* region where four rods have been fitted to improve her mobility.

Such long and unforeseen delays for retirees as categorized for provision of the D* visa by Portugal, only tend to lead to and aggravate such problems.

As my mail to you on * February ****, the medical specialists have advised me to terminate our immigration plans for abroad in order to facilitate better treatment towards stability and recovery.

Accordingly, since I had paid the full amount of Rs **.* lakhs for my D* visa on ** October ****, I had informed you that I will continue to wait for my D* Visa slot till it is made available

However, I was also advised by Trivial Chapter through Bishan, vide his mail on * February ****, to wait till ** March **** for provision of the D* Visa, and if the same does not fructify, I plan for my VOCATIONAL TRAINING COURSE thereafter and proceed to Lisbon, Portugal accordingly.

Shockingly, however, I was also verbally informed by Trivial Chapter through Bishan, that I will NOT BE REFUNDED BY TRIVIAL CHAPTER THE D* VISA MONEY OF RS **.* LAKHS I PAID TOWARDS THE SAME ON * FEBRUARY ****.

As a distiguished senior army veteran having fought two wars for my country, this decision seems very harsh, unethical and unjustifying for there is no fault of mine if the Portugese Embassy refuses to give a SLOT towards the same. This money is my sweat and blood and a part of my life's savings and, this, most certainly, MUST BE REFUNDED BACK TO ME.

My decision to proceed on VOCATIONAL TRAINING post ** March **** to Portugal will, obviously mean relinquishment of my D* Visa.

I state finally and unequivocally that UNLESS MY D* charges of Rs **.* lakhs is refunded to me I will NOT proceed for any VOCATIONAL TRAINING post ** March **** to Portugal.

I request you therefore, to PLEASE REFUND ME MY TOTAL D* VISA AMOUNT OF RS **.* LAKHS AT THE EARLIEST IN ORDER TO CONFIRM MY ACCEPTANCE FOR THE VOCATIONAL TRAINING COURSE POST
** MARCH ****.

In case my D* VISA amount of Rs **.* lakhs is not paid by ** March ****, I will seek recourse to inform the Prime Minister's Office to finally settled the matter.
