GST - Late Fees Charged Without Notice

I had created a GSTIN no. on **th December **** for a business requirement but due to some unforeseen events, I was not able to start the business.
On ** Feb ****, I received a message from GST regarding late fee for GSTR*B.
After searching a lot in the internet about GSTR*B, I got to know about late fee and my late fee was coming out to be Rs *** which I paid so that I can cancel the GST number.
Since the GST system didn't send me any message or email regarding timely filling of GSTR*B, I want my money refunded.
Because of this I am scared of whole GST system and will never participate in any business.
