In the month of February ****, I visited Himachal Pradesh, during the journey on **/**/ ****. I had a stoppage for shopping at a shop in Kullu by the name of Village Shawl Factory Nh-** V.p.o. Babeli, Distt. Kullu (H.P)- ****** registered with the GSTIN NO. **AAKFV****N*ZR as per the bill. I was told about a season offer by the retail shop owner by the name of Raju with email ID rajkumar.******@gmail.com and contact no. **********, ********** in which a woollen special blanket for all season including * other woollen complementary items costing Rs.***** (including Rs. *** membership fees) as per bill with no other hidden charges with free delivery in any part of India and free pick up while returning the product only by paying some amount in advance of total cost and remaining amount to be payable through cash on delivery. I was told that the offer is on behalf of Himachal Pradesh government in which after completion of * years from the date of booking company personnel will contact me and will collect back the woollen blanket from me (excluding complementary items) and on successfully collecting of blanket by official person the **% of total cost will be credited back to me. So, on **/**/**** I booked the order and paid Rs. **** through debit card and remaining of Rs. **** to be payable at the time delivery to my address. On ** February **** I returned back to my home town in Rajasthan at Jhunjhunu I inquired about order and found that the order was not delivered and returned back to the initial place without notifying me as on **/**/****. I informed the status to the vendor and he assured me successful delivery of order next time. After successful returned of the item to a vendor within a week I was informed that order in on the way I was waiting to get the information through post office but I didn't. So I checked the status and found the item has reached the nearest post office. I contacted the delivery officials and found that due to some technical issues and missing information about the delivery of item from behind item will not be delivered and within a week will be returned back to the vendor. On inquiring, I found this was the same reason for the previous unsuccessful delivery of the product the same time I contacted the vendor and updated him the issue. He assured me that he will look into the matter and item will be delivered to me. Later I found nothing happened and item was returned and within few days was successfully delivered back to the vendor as on **/**/****. As it already cost so much time of mine, so I requested the vendor and cancelled my order and asked for the refund of my advance paid the amount of Rs. ****. They asked for * to * days for the process. After * to * days I contacted and requested the refund. This time they started telling me about the delivery charges. I clearly mentioned them as per terms delivery was free and I am not liable to any charges and requested for a refund. Again they asked for * days for process and assured me for my refund. Again after * days, I tried to contact them but this time he didn't pick my call and I kept waiting for one more week for their response but it didn't happen. At last, I demand a refund of the whole paid amount, compensation for mental disturbance during the precious time of my preparation for job and claim of complaint fees. So, I request you kindly look into the matter.
