Partial package not delivered Open

Complaint filed against: Homeshop18
I ordered for a 30 set living decor from Homeshop18. After 9 days I got my product but only 20 pieces out of 30 pieces
So, to get rest pieces of my order,I called and registered a complaint (as you can see the message from Homeshop18 in the picture provided) and they said that within 7 to 9 working days rest of my purchase, which they claimed as 'partial product', would be delivered.
And, therefore, after nearly 6days, I called again to know the status of my partial product. That day again, they registered another complaint and said the same thing (also in the picture provided). It was astonishing, how can they have such attitude towards their customers.
From that day, everytime I called, they said that their system ain't showing any status 'bout my order and so they can't give any information 'bout when I'll get my product. And, yes, of course, I asked them to refund, but everytime I ask for refund, I got the answer that only after I get my product, I can apply for a refund.
Such an unprofessional attitude. How does it even say that HOMESHOP18 has trusted consumers!!
