Apart from raising your concern at their customer care number, every ISP has a grievance department as directed by the law. You can even file a complaint there or mail them at the id given. Most of the issues get resolved at this stage, however, if you complaint is still being ignored, the next best option would be filing a complaint at your nearest consumer forum.
