Harvin Pharmaceuticals - Package not delivered

I had ordered a cosmetic product from Harvin Pharmaceuticals on **/*/**** and they send it through a courier name "Trackon" which was not delivered to my pincode with a delivery charges Rs ***, i conveyed the mesase to the owner he is very rude, telling me he is doing business so he have the right to take the money..is it right that doing business means taken money without value, i dont want his product anymore so i want the refund my amount of Rs **** which he says he will refund after the product reach him but after tracking down the product already return to him and he block my number. Please help me recover my amount from this fraudulent company. I was traumatized by the way he speak,and cheat on me.
