MSEDCL Faulty Meter causing incorrect bills Open

I am an NRI who bought a new flat in Vasind, Shahapur - Thane district (Maharashtra) with possession taken February 2017 and since February 2017 msedcl have been billing me for 67 units every month for more than a year now.
The meter status on the bill shows as "faulty" The flat has remain unoccupied apart from November 2017 apart from one or two days. However they have continued to bill at 67 units a month (not more or less) every month until now.
I have complained several times on their app and also on their website, but they just keep closing the complaint without any resolution. I have also found out they have done this too many of the other flat owners in the site and they are all
disputing their bills.
At the end of December 2017, I got an email from the builder vbhc saying that msedcl have informed them if I dont pay the full amount outstanding by the due date in January 2018 they will take away they electricity connection in to their custody.
To avoid this problem I have paid the total bill outstanding and accrued up until January 2018 for inr 4340.00.
After payment they have now started billing me for 100 units this is on my Jan 18 bill.
Now I want them to repair their faulty meter adjust the bill accordingly and refund my account with the money that they are not entitled too. After making several complaints over the past 12 months to msedcl through their normal channels I am not happy
that they are continuing to ignore and close the complaints without resolutions.
Therefore, I am asking for your help in bringing a resolution to this issue.
