Company not returning advance booking Amount Open

During the month of July Reliance Jio announced the launch of Jiophone which was then availables for pre booking on Aug 24
On Aug 24 I was trying to pre book a Jiophone which failed in the payment gateway so I tried again and was successful in booking it with a booking confirmation number fv000000xs2i after few days when the payment for the first attempt did not return to source I enquired about it with Paytm which said the biller had captured the amount and gave me with another booking number fv000000wgo1 so now this brought me to 2 bookings under my single name, nevertheless i waited for delivery but during November before delivery again they changed their terms and conditions for Jiophone yet I patiently waited for delivery, and finally in November received message that phone is ready for delivery and I can pick up from my nearest Jio store but on visiting thrice they denied delivery citing stock availability which now made me loose interest as during booking they clearly told that phone would be delivered during September.
Raised the issue with their cc and wanted to cancel the order as they had forcefully booked 2 on my name by capturing my failed payment but they denied cancelling even 1 bookings even after complaint with nch they till date have no refunded the booking amount they say it can't be cancelled whereas while prebooking no such specific terms of non cancellations was mentioned.
Resolution Demanded: An apology letter from company official, Get refund or credit for your purchase, Get damages for financial loss and mental agony
